Poland Packaging EPR Compliance: BDO Registration & Annual Reporting

Packaging Extended Producer Responsibility (EPR) in Poland

📦 What this covers

Packaging EPR in Poland applies to businesses that introduce packaging or packaged products to the Polish market and must meet legal recycling/recordkeeping duties and submit required reports via the national BDO system.

Who is typically in scope

You are commonly in scope if you:

  • 🏭 Place packaged products on the Polish market (producer/brand owner)
  • 🚢 Import packaged goods into Poland
  • 📦 Introduce packaging (sales/transport packaging) as part of your operations

If you’re unsure, the official BDO/business guidance explains who must register and how the obligation is assessed.

🧾 Core Packaging EPR requirements in Poland

1) 🗂️ BDO registration (where required)

Many obligated entities must obtain an entry in the BDO register and keep details current.

2) 🧮 Keep packaging records (mass by packaging type/material)

Polish law requires an evidence/record (paper or electronic) that includes the mass of packaging placed on the market, and those records must be kept for 5 years.

3) ♻️ Meet recycling obligations (directly or via a recovery organisation)

The “introducer of products in packaging” must ensure recycling of packaging waste of the same type as the packaging placed on the market, and the law allows fulfilling this independently or through an “organizacja odzysku opakowań” (packaging recovery organisation).

4) 🧑‍💻 Submit the annual BDO report

The required annual “products & packaging” report is submitted electronically via a BDO account and is due by 15 March for the previous calendar year.

📌 The annual report is due by 15 March; if the date falls on a non-working day, the deadline moves to the next working day (e.g., for 2026 this would be 16 March 2026)

🥤 Poland’s deposit-refund system (DRS)

Poland’s Ministry of Climate and Environment states the deposit system applies from 1 October 2025, with covered beverage packaging appearing in shops with deposit marking.

If you place beverages in in-scope packaging on the market, your packaging dataset and reporting controls should reflect DRS-related classification and tracking.

🔎 What “traceability” should look like

To report fast and defend your numbers, prepare:

  • 🧾 SKU → packaging mapping (primary/secondary/tertiary)
  • ⚖️ Weights by material (e.g., plastic, paper/cardboard, glass, steel/aluminium, wood)
  • 🧩 Method notes (how weights are determined and updated)
  • 📁 Evidence pack (supplier declarations/specs, BOMs, contracts, supporting files)
  • 🗃️ Record retention aligned to the legal 5-year storage requirement
