Step 1 – Request for Certificate
The exporter or importer submits a Request for Certificate (RFC) along with technical documentation to an authorized inspection body.
Step 2 – Documentary Review & Testing
The submitted documents are reviewed to confirm compliance. Where evidence is insufficient, sampling and accredited laboratory tests may be required.
Step 3 – Inspection
A physical inspection verifies that goods match the approved specifications and comply with PAI requirements. Discrepancies result in a Non‑Conformity Report (NCR).
Step 4 – Issuance of Reports
If all requirements are met:
- A Technical Evaluation Report (TER) validates product conformity.
- A Technical Inspection Report (TIR) is issued, enabling PAI to release the Certificate of Conformity (CoC) required for customs clearance.
Exporters are strongly advised not to ship goods before receiving the CoC.
🔌 Update: Types of Plugs Accepted in Kuwait
PAI has formally notified the WTO and IEC regarding plug standards authorized for import.
Only the following types are accepted under KUCAS requirements:
- Type C – two‑pin Euro plug (two round pins).
- Type G – UK‑style plug with three rectangular pins in a triangular pattern.
- Type M – plug with three round pins in a triangular pattern.
Products fitted with other plug types require adaptation or reconfiguration before import.

Under Ministerial Decision 2023/16, new energy efficiency rules will apply starting 8 October 2024.
Products listed below must comply with respective technical regulations and be registered under the PAI Energy Efficiency Registration (EER) system prior to import:
