⚙️ How the VoC Process Works
Step 1: Request for Certificate (RFC)
Exporters or importers submit a Request for Certificate with essential documents such as invoices, product lists, existing test reports, and inspection schedules.
Step 2: Routes to Compliance
- Route A: Applicable to any goods or traders (new exporters).
- Route B (Registration): For regular exporters with a proven track recordProvides a Statement of Registration (SoR) and reduced inspection time.
Step 3: Document Review & Testing
Conformity documents are assessed against Iraqi standards.
Samples may undergo laboratory testing where needed.
Step 4: Physical Inspection
Inspectors verify that goods match documentation and comply with requirements.

Step 5: Certificate Issuance
Upon satisfactory results, a Certificate of Conformity (CoC) is issued.
If non‑compliance is found, a Non‑Conformity Report (NCR) is issued.
Goods should only be shipped after CoC issuance.
Step 6: Verification at Destination
Entry Point Offices authenticate the CoC and issue a Release Note for Customs clearance.
Non‑valid certificates or mismatched goods may cause shipment rejection.
📦 Products Covered Under VoC
The program applies to a wide variety of imports, including:
- Toys and child products
- Electrical and electronic equipment
- Vehicles, bicycles, tires and parts
- Construction and chemical products
- Food, cosmetics, and cleaning agents

Exporters must consult the latest VOC Iraq Product List and banned product register to avoid shipping restricted items.
Products such as alcohol, asbestos materials, GMOs, and used electrical equipment are strictly prohibited.
🔖 Iraqi Quality Mark (Q Mark) Scheme
Based on Decision No. 230339 Q and Notice 2311066, certain electrical products — including water heaters, room heaters, air conditioners, refrigerators, freezers, electric ovens, and cigarettes — must bear the Iraqi Quality Mark (IQM) issued by COSQC.

➡️ Grace Period: Other electrical products may enter without the IQM until September 15, 2025.
After this date, non‑marked shipments will be rejected.
🧾 The IQB Scheme – Inspection of Non‑VoC Goods
The Iraqi Quality‑Based (IQB) scheme applies to products not regulated by the main VoC program or those destined for specific Iraqi ministries under special requirements.
Key points:
- Certificates issued: Certificate of Inspection (COI).
- Covers goods not subject to the VoC Scope (e.g., items for government projects).
- Involves document review and physical inspection based on contractual specifications.

For the Kurdistan Region of Iraq, the local partner Razga Company for General Trade and Quality Control LTD implements the VoCIV program, covering:
- New and used vehicles
- Agricultural machinery
- Construction equipment
Each unit undergoes documentary verification and visual inspection before CoC issuance.
Additionally, a new checkpoint — 📍Mosul‑Alsad Entry Point — has been added to reinforce inspection of cross‑border shipments.
