Germany Packaging EPR (VerpackG): Requirements, Registration, Reporting & Traceability

Germany’s Packaging Act (VerpackG) sets Extended Producer Responsibility (EPR) rules for companies that first commercially place packaging filled with goods on the German market.

If you sell packaged products into Germany (including via marketplaces), you typically need to register, license applicable packaging with a dual system, and report packaging volumes accurately.

 

Who must comply (the “producer”)

You are usually in scope if you are the first to place packaged goods on the German market, including:

  • 🏭 Manufacturers and brand owners
  • 🌍 Importers
  • 🛒 Online retailers and mail-order sellers

As a general rule, the producer is the party filling the packaging.

 

📦 What packaging is covered

 

♻️ Packaging subject to system participation (most common)

You have three obligations for packaging subject to system participation:

1- 🆔 Register in the LUCID Packaging Register

2- ♻️ Conclude a system participation agreement (dual system)

3- 📊 Report your packaging volumes (data reporting)

 

This typically includes:

  • 🛍️ Retail (sales) packaging
  • 📦 Grouped packaging
  • 🚚 Shipment packaging
  • Service packaging (always subject to system participation)

 

🚛 Packaging not subject to system participation (B2B/industrial cases)

Some packaging (e.g., many transport/reusable cases) is not system-participation packaging. You may still need to register, and separate take-back/recovery/documentation duties can apply.

 

🧾 Compliance steps (what to do)

 

1) 🆔 Register in LUCID (ZSVR)

  • Registration is mandatory regardless of packaging type, and it also applies to low packaging volumes.
  • After registration, your entry (registration number, brands, packaging details) is publicly visible in the register.

 

2) ♻️ Sign a dual-system contract (system participation)

If your packaging is subject to system participation, you must finance recycling by contracting with a system operator (dual system).

 

3) 📊 Report packaging volumes (dual system + LUCID)

Whenever you report volumes to your system operator, you must report the same volumes to LUCID. Typical reporting intervals are monthly, quarterly, or yearly (as agreed in your contract).

Key LUCID reporting deadlines (technical submission windows):

  • 🗓️ Planned volume report for the next year: by 31 December of the current year
  • 🗓️ Year-end volume report (actuals for last year): by 15 May

 

4) 🧮 Declaration of Completeness (DoC) if thresholds are met

If your prior-year volumes reach at least one threshold, you must file an audited DoC by 15 May for the previous year:

  • 🥛 Glass: 80,000 kg
  • 📄 Paper/PPC total: 50,000 kg
  • 🧴 Lightweight packaging total (metals + plastics + beverage cartons + composites): 30,000 kg

 

🛒 Marketplace enforcement (critical for e-commerce)

Since 1 July 2022, electronic marketplaces must verify compliance. If a seller is not properly registered and system-participating where required, the marketplace must ban the goods from distribution on the platform.

  • 🧷 SKU-to-packaging mapping (components, materials, weights)
  • 🔄 Version history for packaging changes (who/what/when)
