The session will explain how Regulation (EU) 2023/956, as amended by Regulation (EU) 2025/2083, affects businesses importing covered goods into the European Union. Participants will receive a structured overview of the legal framework, covered product sectors, Combined Nomenclature (CN) codes, applicable thresholds, authorised CBAM declarant requirements and the information businesses need to collect from non-EU suppliers.

1. Welcome and webinar objectives
A concise introduction to CBAM, the definitive-phase requirements and the practical outcomes participants can expect from the session.
2. Latest legal and regulatory developments
An overview of Regulation (EU) 2023/956, the simplifications introduced by Regulation (EU) 2025/2083 and the implementing rules supporting CBAM authorisation, emissions calculation, verification and certificate pricing.
3. Scope, product families and thresholds
How CN codes determine whether goods are covered, with a focus on cement, iron and steel, aluminium, fertilisers, electricity and hydrogen.
We will explain the cumulative annual 50-tonne threshold applying per importer to cement, fertilisers, iron and steel, and aluminium imports. Electricity and hydrogen are not covered by this mass-based threshold and therefore require separate consideration.
4. Importer and declarant obligations
The responsibilities of importers and indirect customs representatives, authorised CBAM declarant status, customs validation, registry requirements and internal ownership of CBAM compliance.
5. Embedded-emissions data and supplier engagement
The information required from non-EU installations, the difference between actual and default emissions values, verification of actual emissions and practical approaches for improving supplier-data quality.
Where actual emissions values are used, the emissions must be verified by an independent verifier accredited by an EU national accreditation body.
6. CBAM certificates and carbon-price deductions
How certificate obligations are calculated, how certificate prices are connected to EU ETS allowance prices and how eligible carbon prices paid in the country of origin may be deducted.
CBAM certificates covering 2026 imports will be available for purchase through the common central platform from February 2027.
7. Key deadlines and practical preparation
The first annual CBAM declaration, covering goods imported during 2026, and the corresponding CBAM certificate surrender are due by 30 September 2027.
