Egypt’s ACI Cargo Pre-Registration System: Requirements, Documents, and Benefits
Egypt has introduced the Advance Cargo Information (ACI) Cargo Pre-Registration System as part of its efforts to modernize customs procedures, improve border security, and accelerate the clearance of imported goods. Under the system, importers must submit shipment information electronically at least 48 hours before cargo is shipped to or arrives in Egypt, depending on the applicable transport process.
The ACI system allows Egyptian customs authorities to review cargo details in advance, assess potential risks, and verify the origin and legitimacy of goods before they enter the country. It is connected to Nafeza, Egypt’s official national trade facilitation portal, which serves as the main platform for submitting shipment data and customs documentation.
Required Documents for ACI Filings
According to Nafeza, the standard documents generally required for an ACI filing include:
- A commercial invoice in PDF format and an Excel version prepared using the official Nafeza template
- A packing list in PDF format
- A copy of the bill of lading in PDF format, rather than the original document
- A certificate of origin in PDF format
Depending on the product, shipment type, and regulatory requirements, companies may also need to submit additional supporting documents. These may include a bill of materials, certificate of analysis, fumigation certificate, inspection certificate, insurance certificate, delivery note, movement certificate, Halal certificate, health certificate, material safety data sheet, phytosanitary certificate, cover letter, veterinary certificate, or other relevant technical and commercial records.

How the ACI System Works
The ACI Cargo Pre-Registration System strengthens customs risk monitoring through Egypt’s Risk Management System (RMS). Before shipment, advance cargo data must be registered, including details from the pro-forma invoice and the draft bill of lading. Once the information is reviewed, the shipment receives an Advance Cargo Information identification number, commonly known as the ACID number. This number must be included in the relevant shipping and customs documents.
The system applies to importers, exporters, customs clearance agencies, shipping lines, airlines, and sea or air freight service providers. Cooperation between the Egyptian importer and the overseas exporter is essential because documents must be exchanged electronically through the approved digital process.
Benefits of ACI Compliance
The ACI system can reduce customs clearance times, lower administrative costs, eliminate unnecessary paper documents, and improve the accuracy of shipment information. It also helps prevent the entry of goods from unknown, suspicious, or unverified sources, supporting stronger consumer protection and supply chain security.
The system officially became mandatory for seaborne shipments on October 1, 2021, following a pilot phase launched on April 1, 2021. To prepare, importers should register on Nafeza, obtain an approved electronic signature, enter advance cargo information, upload all required documents before shipment, and coordinate with overseas exporters to transfer documents electronically through the designated blockchain-based platform.
