Denmark Packaging EPR Fees 2026: Costs & Registration

What does packaging Extended Producer Responsibility (EPR) cost in Denmark in 2026? There is no single nationwide recycling tariff. A business may pay a one-off charge to register with Dansk Producentansvar (DPA), an annual administrative fee, an authority supervision fee, and commercial contributions to its chosen producer responsibility organisation (PRO). The largest variable cost is often the scheme's charge for the packaging materials placed on the market.

For example, one Danish PRO, Emballage Indberetning, publishes a 2026 household cardboard rate of DKK 1.60/kg for packaging in its green environmental category and DKK 3.79/kg for green household plastic. These are the provider's own commercial rates, excluding VAT, not statutory Danish tariffs. Other PROs may charge differently, and fees can change during the year.

This guide explains which costs are fixed, which depend on packaging weight or recyclability, how the 2026 system works, and what manufacturers, importers, retailers and foreign sellers should budget for.

The DPA registration charges and statutory minimum are distinct from commercial PRO prices. An official 2026 DPA rate per tonne was not independently confirmed in the public fee table reviewed for this guide; that table still displayed 2025 rates. Businesses should therefore use the current DPA invoice or published 2026 schedule, not treat a 2025 figure as a 2026 charge. All PRO example prices quoted below exclude VAT.

What Is Packaging EPR in Denmark?

Denmark's packaging EPR system makes the responsible producer finance relevant collection and management of packaging waste. The operational cost-sharing system began on 1 October 2025. The EU Packaging and Packaging Waste Regulation (PPWR), Regulation (EU) 2025/40, became generally applicable on 12 August 2026. Denmark's Executive Order No. 851 of 28 September 2026 took effect on 15 October 2026, replacing Executive Order No. 1146 of 2025.

These dates matter because the legal definition of the producer and the applicable national rules should be assessed for the period when packaging was made available. In particular, some businesses needed to reassess responsibility when the PPWR started applying on 12 August 2026. The updated October Danish order supports the EU framework; it did not create one universal material tariff.

DPA administers the producer register and statutory reporting. Approved PROs coordinate much of the operational packaging-waste responsibility and set member contributions under their own terms.

Who Must Comply With Danish Packaging EPR in 2026?

The main rule is that the business first making packaging or a packaged product available on the Danish market bears producer responsibility. The legal result depends on the packaging type and the actual supply chain. Typical affected businesses include importers of packaged goods, Danish manufacturers filling packaging, brand owners arranging packaging under their own name, businesses first supplying empty transport or service packaging, and online sellers serving Danish customers.

DPA distinguishes sales packaging, service packaging, transport packaging and multipack packaging. For example, the business that first supplies imported packaged products in Denmark may be the responsible producer even if a supplier abroad manufactured the box. A domestic packaging supplier may instead be responsible in certain own-brand and micro-enterprise situations.

Micro-enterprises are not automatically exempt. DPA uses fewer than ten employees and annual turnover or balance-sheet total of no more than EUR 2 million for this classification. A micro-enterprise importing packaged products can still have EPR duties. Document the entity, packaging flow, market-entry date and contractual role before determining who should register.

Which Packaging Materials and Waste Streams Are Covered?

Denmark covers household and commercial packaging made from materials such as cardboard, paper, plastic, glass, aluminium, ferrous metals, food and beverage cartons, wood, textiles, cork, ceramics, porcelain and other materials. Companies also need to identify packaging that falls into relevant collection or waste-treatment streams, including any special residual or hazardous-waste classification.

Single-use and reusable packaging are not interchangeable. Reusable packaging must be designed and operated in a genuine reuse system; a cardboard box used twice is not automatically reusable in the legal sense. Beverage containers included in Denmark's deposit-return framework must also be assessed under the rules specific to that system, rather than assumed to have the same PRO contribution as ordinary non-deposit packaging.

DPA Registration Fees and Requirements in 2026

A business with packaging producer responsibility must register in DPA's national producer register before making covered packaging available. DPA guidance calls for registration at least 14 days before the first relevant market placement. The registration is completed after the registration charge is paid and the producer record has been accepted.

The official one-off fee is DKK 1,000 when registering the first covered product area. The fee is DKK 500 for an additional product area where the producer is already registered for another relevant stream. Registration is therefore not free of charge. These amounts are government-regulated administrative charges, not a PRO subscription or fee for hiring a consultant.

At registration, companies identify relevant packaging categories, expected annual quantities, household or commercial destination and business information. They should retain the registration confirmation and keep details accurate when products, material groups or the responsible legal entity change. Inactivation for non-payment or failure to comply can require re-registration and another registration fee.

Annual administrative fees

DPA also charges an annual quantity-related fee. The governing Danish order sets a minimum of DKK 250 annually and allows an additional charge for exceptional administrative work. The precise current per-tonne tariff is set separately and should be verified against the relevant published rate or invoice. A separate authority administration/supervision charge also applies under the Danish framework. Do not multiply a commercial recycling tariff and call the result an official DPA fee.

Foreign Producers and Authorised Representative Costs

DPA states that a business established in another EU or EEA country and selling directly to final users in Denmark must appoint a Danish authorised representative. This can include online distance sales. The representative must be a legal entity established in Denmark with an active Danish CVR registration and must accept the mandate through DPA's register.

For businesses established outside the EU/EEA, DPA's general guidance does not impose the same compulsory representative rule for packaging solely because the seller is foreign; it specifically identifies direct battery sales for that separate obligation. Foreign companies should check their precise route and producer status before appointing or budgeting for a representative.

A representative can assist with registration, reporting and scheme selection, but the commercial price is negotiated with the provider. There is no single statutory 2026 representative fee. Ask whether a quotation covers the DPA mandate, ongoing reporting, PRO communication and invoice administration.

Is Membership in a Packaging PRO Mandatory?

DPA describes collective-scheme participation as mandatory for packaging; in practice, businesses placing single-use packaging on the market use a recognised producer responsibility organisation. A selected scheme takes on assigned practical functions, including waste-management coordination and often reporting to DPA. The producer should still verify that its record and quantities are correct.

Reusable packaging has a meaningful exception: DPA registration and reporting remain necessary, but a producer of reusable packaging can fulfil its obligations directly instead of joining a PRO. It must organise the relevant return and treatment arrangements itself. Therefore, a statement that every reusable-packaging producer must buy a PRO membership would be inaccurate.

Commercial scheme pricing varies by provider and contract. VANA and Emballage Indberetning are examples of Danish packaging PROs; their prices must not be treated as nationwide regulatory tariffs. VANA also published adjusted 2026 base prices effective from 1 August 2026, demonstrating why businesses should confirm the rate in force for the relevant period.

These are selected provider-specific prices, not a complete national rate table. Emballage Indberetning also publishes commercial red rates, such as DKK 1.91/kg for plastic and DKK 8.65/kg for food and beverage cartons. A dash or 'not offered' does not mean the packaging is legally exempt from EPR; it means that particular tariff combination is not provided in this schedule.

The provider additionally publishes a membership price ranging from DKK 995 annually for a one-year rate lock to DKK 795 annually for a three-year rate lock, excluding VAT. Its detailed-reporting add-on is DKK 999 per year where applicable. Contract terms and membership periods matter when comparing the apparent cost of two schemes.

How Are Denmark Packaging EPR Fees Calculated?

For a kilogram-based PRO tariff, multiply the actual packaging weight in each applicable material, waste stream and eco-modulation category by the corresponding rate. Sum the material contributions and then add any PRO subscription, regulatory administration fees, authorised-representative services or other applicable costs separately. Calculate household and commercial streams independently.

Worked 2026 example: 7,000 kg of household packaging

Assume a producer chooses detailed reporting with Emballage Indberetning and declares 4,000 kg of green cardboard, 2,000 kg of green plastic and 1,000 kg of green glass under its 2026 provider tariff.

Household glass, green

1,000 kg

DKK 2.39/kg

DKK 2,390

DKK 16,370

For comparison, that same 7,000 kg multiplied by the provider's eligible combined household rate of DKK 3.79/kg would produce DKK 26,530 in material contributions. The difference is DKK 10,160 before any detailed-reporting add-on, membership charge or statutory fee. The business must actually be eligible for the combined or detailed method and follow its chosen contract. This is an illustrative scheme calculation, not a quotation or a universal Danish tariff.

The 8-Tonne Reporting Option and Eco-Modulation

Denmark has an administrative simplification for producers placing less than eight tonnes of single-use packaging on the market annually. They may report a combined packaging weight, separated into household and commercial streams, instead of providing a detailed material-level split. This is not an EPR exemption: they must still register, report and pay applicable charges.

VANA explains that eligible companies using combined reporting generally declare quarterly, whereas higher-volume producers, or small producers opting into detailed eco-modulated reporting, use more granular monthly declarations under its arrangements. Reporting frequency and payment schedules must be checked with the actual PRO.

Eco-modulation can change the commercial fee substantially. Packaging that meets the scheme's relevant recyclability criteria may qualify for green treatment, while less recyclable designs can receive a red surcharge. Classification requires reliable evidence about materials, construction, separability and design; do not assume that a generic claim such as 'recyclable' automatically establishes the lower rate.

Reporting and Payment Requirements in 2026

DPA's 2026 annual packaging reporting window ran from 1 January through 31 May 2026 for the previous reporting year. A PRO may submit on a member's behalf, but the producer should reconcile the reported kilograms against its sales and packaging master data. For 2026 placements, businesses should prepare for the corresponding 2027 statutory reporting process and verify the announced window before filing.

PRO reporting can be more frequent than DPA's statutory annual declaration. For example, VANA's one-way-packaging framework describes monthly reports for higher volumes and quarterly combined reporting below eight tonnes. Invoicing may follow the same contract rhythm. Scheme invoices can include material contributions, fixed services and authority fees passed through on the producer's behalf; request a breakdown.

Keep packaging weight specifications, supplier bills of materials, declarations, changes in sales channels, evidence of re-exports, annual reconciliations and payment records. If the responsible producer changes under the PPWR, do not pool quantities from before and after 12 August 2026 without checking the correct responsible legal entity.

Other filing and invoice dates are driven by each PRO's monthly or quarterly schedule and the applicable contractual arrangement. Denmark's deposit-return system has separate operational rules for eligible beverage packaging.

What Happens If a Producer Does Not Comply?

A covered business that sells without registration, reports inaccurate packaging weights, does not meet its financing responsibilities or fails to pay statutory invoices can face enforcement or disruption of its producer registration. DPA's published payment procedure describes reminders and possible inactivation for unpaid charges. The legal consequences depend on the infringement; no single fixed fine applies to every packaging EPR breach. Maintaining defensible records and prompt corrections is more effective than treating registration as a one-off task.

Practical Denmark Packaging EPR Checklist for 2026

1. Identify which legal entity first makes the packaging or packaged goods available in Denmark.

2. Reassess that responsibility for supplies from 12 August 2026 under the PPWR.

3. Separate household, commercial, single-use, reusable and deposit-system packaging.

4. Map packaging weights by material, design and applicable eco-modulation category.

5. Confirm whether a Danish authorised representative is legally required.

6. Register with DPA at least 14 days before the first relevant placement and pay the fee.

7. Join a suitable packaging PRO where mandatory and obtain its current tariff and contract.

8. Choose an eligible combined or detailed reporting method and maintain ongoing quantity data.

9. Reconcile statutory submissions, scheme invoices, provider contributions and retained evidence.

Frequently Asked Questions About Denmark Packaging EPR Fees

1. Is Danish packaging EPR registration free in 2026?

No. DPA charges DKK 1,000 for a first product-area registration or DKK 500 for a later additional product area. These are one-off official charges, separate from commercial scheme membership.

2. Is there one packaging recycling fee for all Danish producers?

No. PROs publish different tariffs, generally based on material, destination, weight and eco-modulation. The 2026 prices shown here are examples from one provider, not a national price list.

3. What is the minimum annual DPA administration fee?

The current Danish packaging order provides a DKK 250 minimum. The applicable 2026 per-tonne rate should be confirmed from DPA rather than replaced with a published 2025 rate.

4. Are companies below eight tonnes exempt from paying fees?

No. The eight-tonne rule is a simplified reporting option for eligible single-use packaging. Registration, reporting and relevant administrative and waste-management contributions still apply.

5. Must a foreign e-commerce seller appoint a representative?

An EU/EEA-established company selling directly to Danish end users must appoint a qualifying Danish authorised representative under DPA guidance. Different rules apply to businesses established outside the EU/EEA, so producer status and representation must be checked separately.

6. Is a PRO mandatory for reusable packaging?

Not necessarily. Reusable-packaging producers can register and meet applicable responsibilities individually, while participation in a PRO is an available option. Single-use packaging generally requires scheme participation.

7. When was the 2026 packaging report due?

DPA's 2026 window for 2025 packaging quantities ended on 31 May 2026. Monthly or quarterly reporting deadlines to a PRO may differ and should be confirmed in the member agreement.

8. Did Danish packaging EPR change during 2026?

Yes. The PPWR became generally applicable on 12 August 2026, and Denmark's Executive Order No. 851 took effect on 15 October 2026. Businesses should assess which legal rules applied to the relevant placement date.

Budget for More Than One Fee

For Denmark in 2026, official registration is paid, not free, and annual administration is separate from private packaging collection and treatment contributions. Scheme pricing can differ substantially between materials, household and business streams, recyclability classes and providers. The safe approach is to identify the correct producer, classify packaging by accurate kilograms, verify which 2026 tariff period applies and obtain an itemised forecast from the selected PRO. Do not mistake a commercial scheme's material price for a government fee.

How ComplyMarket Can Support

ComplyMarket supports businesses managing EPR obligations across Denmark and other European markets by helping teams organise applicable requirements, producer and entity information, packaging material and weight data, supplier evidence and reporting workflows in one compliance-management approach.

For Danish packaging EPR, structured records can make it easier to distinguish household and commercial streams, prepare DPA and PRO declarations, track changes in producer responsibility, monitor deadlines and retain the documents underlying a fee calculation. The same controlled evidence process can support separate WEEE and battery EPR obligations without mixing the streams.

Businesses can also consult ComplyMarket's Denmark Packaging EPR Compliance service for a broader registration and reporting overview, and its Extended Producer Responsibility Management offering for multi-country coordination. Contact ComplyMarket to discuss how its compliance-management capabilities can support the accuracy, traceability and preparation of your packaging EPR information.
