Persistent organic pollutants (POPs) are organic substances that persist in the environment, accumulate in living organisms, and pose risks to both human health and the environment. These substances can be transported across international borders through air, water, or migratory species, reaching regions where they may never have been produced or used. Effective international risk management is necessary as no single region can manage the risks posed by these substances alone.

There are four lists of substances that are regulated under the POPs:

  • Annex I: POPs for which manufacture, placing on the market, or use is prohibited.

  • Annex III: POPs that arise as unintended by-products of industrial processes and are subject to measures to reduce release.
  • Annex IV: POPs that are subject to special waste management measures.
