Toxic Substances Control Act (TSCA), as amended by the Frank R. Lautenberg Chemical Safety Act of the twenty-first century, requires the Environmental Protection Agency (EPA) issuing final rules to reduce exposure to certain chemicals PBT. These substances are persistent, bioaccumulative and toxic, and can pose potential hazards to vulnerable populations. These substances accumulate in the environment over time, making it important to minimize exposure to them.
to comply with TSCA, issued EPA Five final rules came into effect on January 6, 2021, to reduce exposure to PBT. In March 2022, it released EPA Another final rule that extended compliance deadlines for the prevention of processing, distribution and preservation requirements for one of these substances PBT, which is phenol, isopropyl phosphate (3:1) (PIP (3:1)), when used in some articles until October 31, 2024. This action was taken based on detailed information provided during the 60-day public comment period on the proposal EPA in October 2021.
Here are five materials PBT under section 6(h) from TSCA:
- dipromodiphenyl ether (decapide)
- phenol, isopropyl phosphate (3:1) (PIP (3:1))
- 2,4,6-tris(teretyl)phenol (2,4,6-TTBP)
- hexachlorbutadiene (hexachloropidine)
- pentachlorothiofinol (pesitipe)
under section 5(a)(2) from TSCA, can EPA Issue new rules for important uses of existing chemicals to require notice before chemicals and mixtures can be used in new ways that may give rise to concern. Can be used SNURs to regulate the manufacture, processing and distribution in trade and disposal of chemicals.
once you decide EPA that the use of the chemical is an important new use, section 5(a) from TSCA Individuals may provide notice of significant new use (SNUN) to EPA at least 90 days before their manufacture (including import) or processing of the chemical for this use.
