Persistent organic pollutants (POPs) are organic substances that persist in the environment, accumulate in living organisms, and pose a risk to human health and the environment. These substances can be moved across international borders by air, water, or migratory species, reaching regions where they may never have been produced or used. Effective international risk management is necessary because no single region can manage the risks posed by these substances alone.

There are four lists of substances organized under POPs:

• Annex I: POPs whose manufacture, placement on the market, or use are prohibited.
• Annex II: POPs whose manufacture, placement on the market, or use are severely restricted.
• Annex III: POPs that appear as unintentional byproducts of industrial processes and are subject to measures to reduce emissions.
  
• Annex IV: POPs that are subject to specific waste management measures.
