Persistent organic pollutants (POPs) are organic substances that persist in the environment, accumulate in living organisms and pose risks to both human health and the environment. These substances can be transported across international borders by air, water, or migratory species, reaching regions where they may never have been produced or used. There are four lists of regulated substances under POPs:

  • Annex I: POPs for which manufacture, placing on the market or use is prohibited.
  • Annex II: POPs for which manufacture, placing on the market or use is strictly restricted.
  • Annex III: POPs that occur as unintentional by-products of industrial processes and are subject to measures to reduce release.
  • Annex IV: POPs that are subject to special waste management measures.
