Persistent organic pollutants (POPs) are organic substances that are persistent in the environment, accumulate in living organisms and pose risks to both human health and the environment. These substances can be transported across international borders through air, water or migratory species, reaching regions where they may never have been produced or used. Effective international risk management is necessary because no single region can manage the risks posed by these substances alone. There are four lists of substances that are regulated under POPs:

• Appendix I: POPs whose manufacture, placing on the market or use is prohibited.
• Annex II: POPs whose manufacture, placing on the market or use is strictly restricted.
• Annex III: POPs that arise as unintended by-products of industrial processes and are subject to measures to reduce release.
