Persistent organic pollutants (POPs) are organic substances that are constantly present in the environment, accumulating in living organisms and posing a risk to both human health and the environment. These substances can cross international borders through air, water, or migratory species, perhaps reaching areas where they are never produced or used. For the management of the risks caused by these substances, no single region can manage the risks caused by these substances alone.

There are four lists of items organized under

POPs:

  • Annex I: Substances by which the manufacture, placing on the market or use of POPs is prohibited.
  • Appendix II: Substances for which the production, placing on the market or use of POPs is severely restricted.
  • Annex III: POPs that occur as undesirable by-products of industrial processes and are subject to emission reduction measures.
  • Annex IV: POPs subject to special waste management measures.
