Persistent organic pollutants (POPs) are organic substances that remain in the environment, accumulate in living organisms, and pose a risk to human health and the environment. These materials can be transported across international borders by air, water, or migratory species, reaching areas where they may never have been produced or used. Effective international risk management is necessary because no single region can manage the risks posed by these substances alone.

There are four lists of substances organized under POPs:

  • Annex I: POPs whose income, placement in the market, or use are prohibited.
  • Annex II: POPs whose income, placement in the market, or use are strictly limited.
  • Annex III: POPs that appear as by-products are not desirable from industrial processes and are subject to measures to reduce emissions.
  • Annex IV: POPs that are subject to special waste management measures.
