Critical raw materials law for the European Union

قانون المواد الخام الحرجة للاتحاد الأوروبي

Table of Contents

GoalsCRMA theTriple:

  1. Ensuring a fixed provision of the basic raw materials for the European Union industry.
  2. Promote supply chain flexibility.
  3. Encouraging the diversification of sources while reducing the dependencies.

These goals aim to achieve the following:

  1. Protect the competitiveness of the European Union industry by facilitating access to raw materials necessary to enhance green technology.
  2. Reducing exposure to disorders in the supply chain, such as those we witnessed during the Kofid-19 and natural disasters.
  3. Reducing the threat of economic coercion, especially from China.

Critical raw materials (CRM) is classified based on the following criteria:

  • The economic importance of the wider European Union economy.
  • Display risk assessment.

Strategic raw materials (SRM), a sub -group of biomedic raw materials (CRMS), is defined by standards that include:

  • Importance in promoting green and digital transformations.
  • Related to defense and space applications.
  • The expected future demand compared to the current global production.

Important raw materials (CRMS) and strategic raw materials (SRMS) related to green technologies will be subject to periodic reviews by the European Commission:

Compulsory requirements for companies

  1. Companies should not rely on one third country in more than 65% of their supplies from any strategic raw material, not treatment and at any stage of treatment
  2. Supply Series Auditing: The large companies that use the subsidiary of biological raw materials (SRMS) in strategic technologies must undergo mandatory audit operations for the supply chain every two years. Examples of these technologies, to name a few, include the following:
  • Energy storage and electrical mobility batteries.
  • Equipment to produce and use hydrogen.
  • Equipment associated with renewable energy generation.
  • Training engines.
  • Thermal pumps.
  • Data transfer and storage systems.
  • Mobile electronic devices.
  • Additional manufacturing equipment.
  • Robotics.
  • Done aircraft.
  • Satellite.
  • Advanced chips.
  • The auditing process must include the endurance test on the supply chains of the Risk Management Management (SRM) to assess the extent of its disorders by assessing the potential effect of the various scenarios. This evaluation should take into account the following:
    • SRM extraction sites, processing or recycling them.
    • The capabilities of economic actors along the value chain and the market structure.
    • Factors affecting supply, such as geopolitical conditions, logistical services, energy supplies, workforce, or natural disasters.
    • The availability of alternative supply sources and alternative materials.
    • Identifying relevant energy risk management users, with special attention to technologies related to green and digital transformations, defensive industries, and space.
  • Companies must collect information about the presence of important raw materials within their products so that they can fulfill their obligations.
  • At least 10% of what the European Union uses every year from within the European Union itself.
  • At least 40% of the European Union's annual needs within the European Union should be addressed.
  • At least 15% of the annual consumption of the European Union should be met with material recycling.
  • Domain products for special requirements for permanent magnet:

The list of relevant products includes the following:

    • MRI devices
    • Wind energy generators.
    • Industrial robots
    • Cars
    • Light means of transportation
    • Cooling generators
    • Thermal pumps
    • Electric motors, including those integrated in other products such as automatic washing machines, dryers, microwave devices, electric diversion, and dishwashers.

    Special requirements for permanent magnet:

    1. Specifications of companies that offer permanent magnet products to the market.
    2. Products should be displayed prominently a solid sticker indicating:
      1. Whether the product has a permanent magnet.
      2. In the case of magnets, their type is determined (for example, Newimium-iron-boron, Samarium-cobalt, aluminum-nickel-cobalt, Freit).
    3. Products must include a data transmission with a unique identifier that provides the following:
    4. Company contact details.
    5. Weight, location, chemical composition for every permanent magnet, including paint, adhesives and additives.
    6. Instructions for determining and removing the location of the magnet, including the tools or technologies required.
    7. The exemption is granted to products in which magnets are found only within the integrated electric motors, to replace the detailed information of the magnet.
    8. Products with digital products must include the required information.
    9. Information should be related to the product model or, for different units, with specific payments or units.
    10. Those in recycling and market monitoring authorities should access this information.
    11. Transitional periods:
      1. Three years after the list is issued.
      2. Five years after organizing ages for specific devices such as MRI, automatic vehicles and light transport vehicles.
      3. Electric motors, including those integrated in other products such as washing machines, dryers, microwaves, electric darkening and dishwashers.
    12. Revenging the details of the recycled content
    13. Companies that offer products with a permanent magnet must exceed 0.2 kg, detection of neodium, dysperxium, baciodimium, turbium, boron, Samarium, nickel, and recycled cobalt. This information should be accessible to the public.
    14. Customers must access this information before buying or contracting.
