Harmonization of Classification and Labelling of Chemicals in the EU: Overview of CLP and ComplyMarket's Solutions
The Classification, Labelling and Packaging (CLP) Regulation ((EC) No 1272/2008) is based on the United Nations Globally Harmonized System (GHS). It aims to ensure a high level of health and environmental protection, as well as the free movement of substances, mixtures and articles. The CLP Regulation amended the Dangerous Substances Directive (67/548/EEC (DSD)), the Dangerous Preparations Directive (1999/45/EC (DPD)) and Regulation (EC) No 1907/2006 (REACH). Since 1 June 2015, CLP has been the only legislation in force in the EU for the classification and labelling of substances and mixtures.
The CLP defines detailed criteria for labelling elements such as pictograms, signal words and standardised statements concerning danger, prevention, intervention, storage and disposal, for each class and category of danger. It also lays down general packaging standards to ensure the safe supply of hazardous substances and mixtures. In addition to hazard communication through labelling requirements, CLP also forms the basis for many pieces of legislation relating to the risk management of chemicals.
The notification obligation under CLP requires manufacturers and importers to submit information on the classification and labelling of substances they place on the market to the C&L inventory maintained by ECHA.
Thanks to the new Annex VIII added to the CLP Regulation in 2017, poison control centres now have harmonised information requirements for Article 45 notifications.This information is transmitted to designated bodies in the State and are used for emergency health response.
