Chemical Classification and Labeling in the EU: CLP Regulation and Overview of ComplyMarket Solutions
Classification, Labeling and Packaging (CLP) Regulation ((EC) No 1272/2008) was based on the United Nations Global Adaptation System (GHS). The aim is to ensure the free movement of substances, mixtures and products as well as health and environmental protection. The CLP Regulation has changed the Dangerous Substances Directive (67/548/EEC (DSD)), Dangerous Preparations Directive (1999/45/EC (DPD)) and Regulation (EC) No 1907/2006 (Reach). Since June 1, 2015, CLP is the only legislation in force for the classification and labeling of substances and mixtures in the EU.
CLP sets detailed criteria for labeling elements such as official explanations, pictures for hazards, prevention, response, storage and destruction for each danger class and category. It also determines the general packaging standards for safe supply of dangerous substances and mixtures. In addition to transmitting hazards through labeling requirements, CLP is the basis of many legal regulations on risk management of chemicals.
Within the scope of the CLP, the notification obligation forces manufacturers and importers to send classification and labeling information to the C& L inventory held by ECHHA for the substances they market.
The new VIII, which was added to the CLP Regulation in 2017, and poison consultation centers now have compliance with compatible information for notifications according to Article 45. This information is sent to the organizations assigned to the member state and used for emergency health reaction.
