Harmonization of Classification and Labeling of Chemistry in the EU: CLP Regulation Review and Complymarket Solution
Classification, labeling, and packaging regulations ((CLP) ((EC)) No. 1272/2008) is based on the global harmonization system of the United Nations (GHS). The aim is to ensure high levels of health and environmental protection, as well as the free movement of substances, mixtures, and goods. The CLP regulation changes the Directive Hazardous Substances (67/548/EEC (DSD)), DIRECTIVE DIRECTION DIRECTION (1999/45/EC (DPD)), and Regulation (EC) No. 1907/2006 (Reach). Since June 1, 2015, CLP is the only regulation in force in the EU for the classification and labeling of substances and mixtures.
CLP sets detailed criteria for labeling elements such as pictograms, signals, and standard statements for hazards, prevention, responses, storage, and disposal, for each class of hazards and categories. It also sets general packaging standards to ensure the supply of substances and dangerous mixtures safely. In addition to hazard communication through labeling requirements, CLP is also the basis for many legislation provisions on chemical risk management.
Notification bonds under the CLP require producers and importers to submit classification and labeling information for the substances they market to the C&L inventory managed by Echa.
With the addition of new Annex VIII to the CLP regulation in 2017, the poison center now has information requirements that are aligned for notification based on Article 45. This information is conveyed to the designated agency in member countries and is used for emergency health responses.
