The ultimate objective of Weee's command

  • The main goal of the instructions is to prevent or reduce the adverse effects of the environment arising from the creation and operation of Weee, as well as from resource use.
  • Weee is a directive, not a rule, and thus implemented through different local laws in each EU country. This has resulted in various compliance challenges related to Weee's compliance.

Implementation timeline

  • August 13, 2012: Admission Info Team
  • February 14, 2014: Transposition Deadline: Same as Instruction 2002/96/EC Scope: Same with Instructions 2002/96/EC + PV PANEL
  • August 15, 2018: Inclusive Scope: Instructions include all EEEs, except for explicitly excluded items.

Starting August 15, 2018, the scope of the instructions has been expanded to cover all EEEs, which must now be classified into six categories rather than the previous ten.

Producer

Some EU instructions use the term "manufacturer" to refer to specific entities responsible for introducing controlled products to the market. The manufacturer is legally responsible for complying with the EU directive, and this responsibility cannot be delegated to another person or contracted.

Authorized Representative

The "legal representative" is an exception to the compliance duty described earlier. When the manufacturer is located outside the EU jurisdiction, it is necessary to appoint local representatives to assist in fulfilling the responsibilities of the manufacturer and have a person subject to the jurisdiction of the country.

While there may be conflicts between different EU member states, the main point is:

  • Product registration by brand or product category (B2B or B2C).
  • Upon completion of the registration, unique registration numbers will be provided, which must be included in commercial documents such as invoices and delivery notes.
  • Annual or monthly reporting of the quantity sold.
  • Recycling.
  • Display of a Wheel Wheel (Weee symbol) display.

The symbol that marks a separate collection for EEE is depicted by a barrel bin, as described below. The symbol must be clear, readable and indicated.
